The Project of Chemical Substance Labelling Quality Improvement and Management Strategy Research

Since the amendment announcement of the "Toxic and Concerned Chemical Substances Management Act" in 2019, in the face of expanding management issues, labeling has emerged as a crucial tool for the transmission of information in the supply chain and is considered the first step in the safe management of chemical substances. This project collects information on chemical substance labeling management systems from the European Union, the United States, South Korea, and Japan. These systems can be broadly categorized into labeling, information reporting, and information disclosure. The focus is on understanding the major international regulatory amendments for the current year, including the 10th revision edition of the United Nations Globally Harmonized System for Classification and. Labelling of Chemicals (GHS) and the EU Regulation on the classification, labelling and packaging of substances and mixtures (CLP Regulation). Following the trends of EU management, the project plans to enhance the management of products containing endocrine-disrupting substances. This involves planning to strengthen management based on existing labeling and assessing the addition of relevant warning content to enhance warning levels and improve labeling management systems. The international regulations regulate the labeling items of consumer products such as detergents and stationery according to the management objectives. Some of them emphasize the management of chemicals in these products, therefore the labeling elements are related to the hazardous characteristics caused by the chemicals. An investigation reveals that labeling for stationery components in Taiwan often only provide general names without disclosing specific chemical substances. To strengthen the management of chemicals in stationery, the project plans to evaluate graded management methods, referring to the EU management framework and the current situation of stationery labeling management in Taiwan. Besides, ongoing communication with the Ministry of Economic Affairs involves studying integrated management for stationery labeling. The project draws up guidelines for the production of labels for toxic and concerned chemical substances, explaining the process of determining health and environmental hazards and providing case examples. Factory visits are conducted to assist manufacturers in improving the accuracy and correctness of hazard warnings and label production through these guidelines. Furthermore, based on the difference analysis in domestic and foreign hazard classification of 50 toxic chemical substances, the project provides directions for updating hazard classifications across ministries. Through the update of educational materials and the organization of one session for law enforcement personnel and one session for industries' education and training, the project aims to enhance the labeling management capabilities of law enforcement personnel and industries, effectively improving the quality of labeling information.
